    If I delete an avatar from one account, will I be able to create an avatar on another account with that same name?

    i am not sure, but i think you can IF you first fill that slot on the first account with something else.

    Yes, the name of a deleted avatar is still flagged as unavailable to other accounts to give you the opportunity to reuse it, creating a new avatar with a different name releases the old name for any account to use.
