We just changed the biome in Avanish Hope and we are now being required to pay 100 COTO per property that we want to put back down in our town from our property managers.

All my properties are currently showing themselves as Global.

Is this intended functionality, or should we have been able to put our houses back?
I currently have 5 properties that I wanted to put down, but had not planned to spend an extra 500 COTO for this.

As far as i understand Biome change is the only thing that causes you to have to redo your lots and deeds. This is because you are changing the town setup. If it were just a name change or location change it would not affected things. Since all biomes are set up differently this is why lot markers and such have to be reset. Its almost like its a new town. There should of been a warning or some such to tell governors this would happen.
