Tell me about these "NonCombat Hotbars"

Under Options, Controls there 10 "NonCombat Hotbars" that can be accessed. (see pic below):



Sooo........ What purpose do these serve ?? Do they work ??

 

I believe those settings are for keyboard shortcuts to each slot on the non-combat bar, not 10 bars

 

that is "use the glyph in the first noncombat hotbar slot, " "use the glyph in the second noncombat hotbar slot," etc. normally out of combat, you'd just use the bindings for "hotbar 1" etc. the ones labeled noncombat are for use only in combat, since the combat bar takes over those numbers. they DO have defaults: shift plus the number. you can see them below the glyphs when in combat:
! @ # $ % etc.

 

They activate the glyphs on your non-combat hotbar. They are in addition to the number keys 9 - 0 (or shifted number keys when in combat mode).
