Why is "Potion of the Master Fire Mage" Worthless?

    Hi, I crafted a Potion of the Master Fire Mage, a.k.a. Potion of Specialization, Fire.

    I had to be Alchemy level 120 to do so, so I was expecting a lot!

    However, the stats for this potion say:
    +0% Fire Magic Mastery for 1 hour
    +0 Summon Fire Elemental Power for 1 hour

    Why is this potion helping me at 0%?

    because you don't have fire spec?
